Assistant Division Manager, Environmental Programs
$67 - $95/hr
Position Description
The City of Tacoma, Environmental Services Department, is recruiting for the appointive position of Assistant Division Manager in the Environmental Programs Group within the Science Division.
The Environmental Programs group works within the broader context of Environmental Services to manage of the City’s surface waters and stormwater resources with workgroups specifically focused on metering and sampling, watershed planning including MTCA/Superfund site management, and National Pollutant Discharge Elimination Systems (NPDES) permit compliance for the Phase I municipal storm sewer system.
As the Assistant Division Manager for the Environmental Programs Group, you will:
- Oversee workgroups tasked with the implementation and reporting of all elements of the City’s NPDES Phase 1 Municipal Stormwater Permit, maintaining compliance with the federal Consent Decree for the long-term monitoring of the Thea Foss Waterway Superfund Site, ensuring adequate watershed planning and stormwater control for City growth, and monitoring and metering activities.
- Provide regional leadership in stormwater policy, infrastructure planning, and design, including green and low impact infrastructure.
- Keep current with the latest technologies and management techniques, federal, state and local rules, and regulations and laws related to stormwater management; Confer with other Environmental Services Assistant Division Managers to coordinate work efforts whenever necessary or desirable.

Physical Requirements and Working Conditions:
Office and outdoor environment, occasional travel to a variety of locations to conduct work and may be exposed to typical hazards encountered at such work sites. Subject to emergency calls during off-duty hours.
Qualifications
Minimum Education*
Bachelor’s degree in engineering, business, public administration or directly field
Minimum Experience*
6 years of experience in one or more fields in an Environmental Services Department, including 1 year prior at a supervisory level
LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
Valid Washington State driver's license at time of appointment with maintenance thereafter, or evidence of equivalent mobility.
- Relevant education and experience may substitute for one another on a year-for-year basis
Knowledge & Skills
KNOWLEDGE:
- Operations, principles, practices, methods and techniques of stormwater management, best management practices and flow control/treatment.
- Asset management strategies and implementation.
- Compiling and analyzing statistical and technical information, and other data.
- Managing staff and programs, including developing and implementing workgroup policies, workload projections and assignments; conduct performance reviews and oversee and make recommendations regarding performance management.
- Coordinate communication and projects with other City departments, governmental and private agencies, consultants, architects, contractors, vendors and the general public.
- Presentations to elected officials, stakeholders and other groups, as designated.
- Develop and meet schedules and timelines for yourself and assigned staff.
- Establishing and maintaining cooperative and effective working relationships with others.
- Prepare and maintain various personnel and work-related records and reports; prepare the annual division budget; forecast personnel requirements and authorize purchases within established guidelines.
SKILLS:
- Promote and maintain a culturally diverse work force and take appropriate pro-active steps to provide employees with a work environment free of harassment, intimidation, hostility and coercion based on race, color, national origin, gender, religion, age, disability, and family status.
