Job Summary
We are currently recruiting an On-site Community Manager responsible for the day-to-day management of Redwood Villa, a Senior Community comprising 92 units located in Oak Park, involving daily interaction with applicants, tenants, vendors, and others, and requiring the exercise of independent judgment and discretion in a variety of circumstances.
The position serves the assigned team and will report to the Senior Compliance Manager. The incumbent will work independently most of the time, but will also work with a large team from time-to-time. The ideal candidate will have a thorough working knowledge of basic property management rules and regulations, including Section 42 and HOME program guidelines, be a quick learner, resourceful, and possess the ability to prioritize work independently. A Maintenance Technician will report to the successful candidate.
Examples of Essential Job Functions:
- Overseeing all aspects of the property, including leasing, maintenance, and tenant relations.
- Ensuring adherence to LIHTC, HOME, and Fair Housing laws.
- Completing annual and interim certifications, interviews, and file calculations.
- Prepare and maintain accurate records for compliance and reporting purposes, including tenant income and household information.
- Managing the property's budget, collecting rents, and preparing financial reports.
- Addressing tenant concerns, ensuring fair housing compliance, and enforcing property rules and regulations.
- Accomplishes financial objectives by collecting rents and deposits, creating receipts, analyzing variances, and initiating corrective action.
- Immediately report and/or update management about upcoming vacancies and all major or non-routine issues.
- Oversee the administration of LIHTC (Low-Income Housing Tax Credit) and HOME programs.
- Utilize Yardi software for tenant management, lease tracking, and reporting.
- Develop and implement marketing strategies to attract new tenants.
- Conduct regular inspections of properties to ensure they meet safety and quality standards.
- Address tenant inquiries and concerns promptly and provide exceptional customer service.
Other Responsibilities
- Maintain a high occupancy level.
- Prioritize team tasks appropriately and handle interoffice issues effectively.
- Assist the Senior Compliance Manager with the preparation of LIHTC and HOME audits to achieve a satisfactory minimum score of or above.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities
- Knowledge of organizational and community policies and procedures. Ability to apply policies and procedures to solve everyday issues.
- Knowledge of Fair Housing and Tenant Landlord laws, and HUD policies.
- Ability to work with people of diverse social, economic, and ethnic backgrounds, and remain sensitive to issues facing veterans, homeless, disabled, elderly, family, and other diverse populations.
- Proven professional verbal and written communication skills. Ability to create, compose, and edit written materials. Ability to communicate clearly with residents, corporate, and site team members.
- Possess professional, friendly telephone and greeting skills. Must be self-motivated and a positive team member with effective communication and customer relation skills, internal and external.
- Knowledge of basic office practices and procedures. Ability to establish priorities and coordinate work activities. Ability to exercise initiative and problem-solving skills.
- Knowledge of computer systems and applications. Demonstrate high-level proficiency in using Microsoft Office Programs, Internet, and e-mail. Must have prior property management software knowledge.
Minimum Qualifications Required
- High school Diploma
- A minimum of 2 years of experience in property or community management in affordable housing at the Community Manager level is required.
- Specialist in Housing Credit Management (SHCM), Housing Credit Certified Professional (HCCP), and/or Tax Credit Specialist (TCS) preferred.
- Proficiency in both verbal and written communication skills.

This is a full time non-exempt position. Full benefits include 10 paid holidays per year, sick leave, 2 weeks paid vacation per year, 401k retirement plan, profit sharing plan, fully paid medical insurance and optional group dental and vision plans.
This position includes a 3 bedroom, 2 bath apartment (utilities included) as the On-site Manager is required to live on-site.
